The first training module “Basic Knowledge and Skills on Gender Theory and Gender Analysis” of the training course “School of Trainers on Gender-Based Legal Analysis” was started

On June 10, 2019 the first three-day training module “Basic Knowledge and Skills on Gender Theory and Gender Analysis” of the training course “School of Trainers on Gender-Based Legal Analysis” was started.

The event is organized by the National Agency of Ukraine on Civil Service jointly with the Office of the Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine with support of the UN Women “Gender Equality at the Center of the Reforms, Peace and Security” in Ukraine (funded by the government of Sweden) and aimed at professional training of civil servants and local self-government officials on gender-based legal analysis.

Opening speeches to the participants were delivered by the national consultant of UN Women on gender equality and reforms to support the Office of the Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine Nataliia CHERMOSHENTSEVA, First Deputy Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Yuliia LYKHACH and program coordinator of the UN Women in Ukraine Halyna MESHCHERIAKOVA, who welcomed the participants and highlighted that Ukraine’s policy on gender equality in the context of European integration appears in a new, relevant light and requires integrating a gender approach into all areas of national, regional and local policies. It was also admitted that gender mainstreaming in public administration is a means for achieving social justice and a mechanism for advancing human development.

During the mentioned training module, the experts on gender issues Olha ZHUKOVA and Yuliia SAVELIEVA familiarized the participants with the notions of gender, gender roles, gender stereotypes, considered international commitments of Ukraine and national legislative, discussed the state of implementation of gender policy in Ukraine and gender equality index, as well as provided practical exercises to extend knowledge.

Representatives of higher education institutions and the Center for retraining and advance training of representatives of government and local self-government authorities take part in the event.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
