New partnership: Memorandum of Cooperation between NAUCS, Ministry of Internal Affairs of Ukraine and the European Union Advisory Mission Ukraine

On July 3, 2018   National Agency of Ukraine on Civil Service (NAUCS), Ministry of Internal Affairs of Ukraine (MIA) and the European Union Advisory Mission (EUAM) Ukraine within the framework of the EUAM Programme “Leadership in Change Management” signed the Memorandum of Cooperation for the purpose of training local trainers of civilian security sector to conduct trainings for representatives of public sector in an independent way.

First Deputy Head of NAUCS Volodymyr Kuprii in his opening speech noted that the mentioned Memorandum is significant, since the reform of public administration and civil service involves radical changes in the approaches to providing vocational training of civil servants and local self-government officials. In this context, it is very important to train local trainers among civil servants who will be able to share their knowledges with colleagues.

In accordance with the provisions of the Memorandum of Cooperation, the parties agree to develop a Training Programme and to ensure the training of participants who will become qualified trainers at the All-Ukrainian Center for the Training of Civil Servants and Local Self-Government Officials.

The EUAM in Ukraine undertakes to propose a plan for the training programme and provide teachers and mentors. NAUCS and MIA will provide sharing the information on the Training Programme on their official web sites.

Participants who successfully complete the Programme will receive a certificate of the EUAM agreed by the NAUCS and MIA that confirms the completion of the training. Participants who have been trained by trainers certified by the EUAM will receive the relevant certificates.

First Deputy Head of NAUCS Volodymyr Kuprii, Deputy Minister of MIA Tetiana Kovalchuk and Head of the EUAM Ukraine Kęstutis Lančinskas were present at the signing ceremony.
