Workshop “Modern Leadership and Capacity Building in Public Sector in Eastern Partnership Countries” was held

On November 13, 2018 at the National Agency of Ukraine on Civil Service (NACS) a workshop “Modern Leadership and Capacity Building in Public Sector in Eastern Partnership Countries” was held.

The event is organized by the NACS, Center for Adaptation of the Civil Service to the Standards of the European Union jointly with the HAUS Finnish Institute of Public Management and Ministry of Finance of the Republic of Finland within the framework of the Project “Participatory Democracy, Open Governance and Efficient e-Government Services” (PADOS ІІ) in order to discuss the development of managerial capacity of senior civil service officials and their leadership competencies, reforming the personnel management system in government authorities, as well as to experience exchange on the professional development of civil servants.

Head of NACS Kostiantyn VASHCHENKO in his opening speech expressed gratitude to the co-organizers responsible for the implementation of the PADOS II project and underlined the relevance of workshop topic in the context of the public administration and civil service reform.

Director General of HAUS Finnish Institute of Public Management Anneli TEMMES in her welcoming address briefed on the PADOS II project and presented experience with the NACS, National Academy for Public Administration under the President of Ukraine and other institutions of the EU initiative “Eastern Partnership” countries.

Senior Adviser, Head of Management Development for the Government Managers of the Ministry of Finance of the Republic of Finland Ari HOLOPAINEN presented the Finnish experience on forming the personnel management policy and human capacity development in Finland, as well as the concept of good governance till 2025.

During the discussions of professional development of leadership in civil service, Anneli TEMMES briefed participants on the relevant experience and best practices of the Republic of Finland. In particular, she focused on issues of leadership development through training and professional development, ensuring suitable working conditions and special support to newly recruited civil servants.

Domestic experience of conducting competitions for holding vacant civil service positions of “A” category and main aspects of activity of the Senior Civil Service Commission were presented by the Head of the Department for Maintaining Activity of the Senior Civil Service Commission of the NACS Vita KOSTYK.

Vice-President of the National Academy for Public Administration under the President of Ukraine Maryna BILYNSKA in her address presented basic approaches for development of leadership competences in educational programs of the National Academy for Public Administration under the President of Ukraine.

In addition, Deputy Director on Scientific Work of the All-Ukrainian Center of Advanced Training of Civil Servants and Local Self-Government Officials Lesia PRUDYUS presented the experience on improvement of civil servants qualification holding civil service positions of "A" category.

At the same time, within the framework of the discussion on development of leadership in civil service Ari Sakari HOLOPAINEN reviewed main and experience of competitive process senior civil servants, evaluation of their activities and realization of the leadership development program in government authorities of the Republic of Finland.

Heads of personnel management services of central executive authorities, members of the Senior Civil Service Commission, representatives of the NACS, National Academy for Public Administration under the President of Ukraine, higher educational establishments and centers for re-training and advanced training for employees of state authorities and local self-governments, state enterprises, institutions and organizations.

The NAUCS is the coordinator of the implementation of the project “Participatory Democracy, Open Governance and Efficient e-Government Services” (the PADOS project) in Ukraine.

The overall objective of the PADOS project is to enhance the transparency and openness of decision-making and governance in six Eastern Partnership countries, and thus to support implementation of democratic principles of governance.

The beneficiary countries of the PADOS technical assistance project are: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.

The project is implemented in close cooperation between the Finnish and Estonian experts` group and is funded by the Ministry for Foreign Affairs of Finland.
