The International Conference “Mobilizing Public Sector Expertise for EU Development Cooperation Projects” was held in Vilnius (Republic of Lithuania)

On 4 February 2020 at the premises of the Ministry of Foreign Affairs of the Republic of Lithuania the international conference “Mobilizing Public Sector Expertise for EU Development Cooperation Projects” was held. The Conference aimed at raising awareness of the importance of Public Sector Expertise (PSE) in the EU existing development cooperation instruments and national bilateral development cooperation programmes as well as sharing experiences on different organizational set-up and legal basis.

Vice-Minister of the Ministry of Foreign Affairs of the Republic of Lithuania Mr NERIS Germanas and Director of the Central Project Management Agency Ms Lidija KAŠUBIENĖ in their welcome speech stressed on the contribution to economic and social development in developing countries, integrating them into the world economy and simultaneously to promoting democracy, rule of law and respect for human rights.

During the Plenary Session 1 of the workshop participants presented and discussed the findings on the use of PSE, shared the information about PSE involvement in the EU financed projects in the past and possibilities for their involvement in the future. Also representatives of the EU Partner Countries shared and discussed their experiences of EU Member States Public Sector Expertise involvement in advising their institutions, their expectations for the future engagement with EU and bilateral development cooperation programmes from “demand side”.

In the framework of the Plenary Session 2 and 3 the attention of participants was focused on the issues of EU Member States experience of the PSE involvement in the EU development cooperation projects.

The participants of the Plenary Session 4 discussed their experiences on different organizational set-up and legal basis, incentives for public sector experts and their administrations as well as challenges facing public sector experts and their institutions for mobilizing PSE.

The Center for Adaptation of the Civil Service to the Standards of the European Union representative Head of the Division of International Cooperation Projects of the Projects Management Unit Anatolii SOPILKA took part in the event and presented the Ukrainian experience in conducting PSE, main challenges and solutions in the implementation process, and shared best practices in bilateral cooperation within institutional development instruments.
